President-elect Donald Trump said on Monday he would appoint Lee Zeldin, a Republican former congressman who has often voted against legislation on environmental issues, as administrator of the Environmental Protection Agency. Mr. Trump is likely to seek to overturn many of the EPA's rules on fossil fuel burning, including one that limits carbon emissions from power plants and another that cuts carbon emissions from cars. Mr. Trump has said he plans to do so on his first day in office.
